The International Institute for Outsource Management (IIOM™) was established in June 2007. However,  our roots go back to 1988 when the use of service providers was not even referred to as outsourcers  or offshore companies.  In those early years many companies relied heavily on their own capabilities to build systems and to provide  phone support. On occassion, contract personnel might be used to supplement normal Information Technology  related activities.
		With burgeoning demand, driven by accelerated technology advancements, and the need for cost saving measures the pursuit of outsourcing became an attractive solution. Since those early days there has been "the service provider" and the "client". However, it was soon realized that what might have worked okay on self-directed efforts did not function well when applied to this new mode of operation. This brings us to today and the support provided through the International Institute for Outsource Management (IIOM).
	The Mission of the International  Institute for Outsource  Management (IIOM™) is to shape,  educate, qualify and promote  world-class outsource services for  the benefit of client companies on  a worldwide basis.	The mission is accomplished through: Leadership Guidance Education Promotion Facilitation by working with government, academia and business leaders to build sustainable quality service capabilities.
		Jerry started in involvement back in the early days of outsourcing (1988) and has represented both buyers as well as suppliers in the successful merger of needs and service. His extensive experience, vision and innovation has served to advance professional global sourcing. He has authored the Outsourcing Management Body of Knowledge and implemented the only outsource provider viability assessment model – Global Star Certification (GSC). GSC examinations have been conducted since 1988 in over 70 countries and for over 200 companies.
	Jerry’s in-depth knowledge includes extensive expertise in global information technology deployment,outsource provider assessment, contract negotiation, arbitration and risk mitigation, service delivery management, intellectual property rights protection, governance and retrosourcing. Jerry holds multiple technical certifications and established the first certification dedicated to the recognition of special nature of managing outsourced projects (Certified Outsource/Offshore Project Manager-COOPM). With over 30 years of Information Technology experience Jerry is a widely regarded for his talents not only in IT but also in business and a consummate innovator in outsourcing. He is widely known and respected in the industry frequently speaking at international technology and outsourcing symposiums.  Jerry serves as a Senior Global Outsourcing advisor to the Beijing Association for Software Sourcing (BASS), the Outsourcing Institute, BOCO soft and the Tianjin Software Testing Center. Jerry serves as Senior Advisor for Global Outsourcing for the Beijing Association for Software Sourcing (BASS), Boco Soft, and the Outsourcing Institute, and Council Member for China Import-Export Software Magazine.  He has appeared on CCTV9 International and Yantai TV, and has been the honor guest with the Beijing Chamber of Commerce, Qingdao & Yantai Municipal government mayoral offices. Jerry is recognized as an innovator and leader in advancing improvements in the outsourcing, information technology and business process sectors.  His forward thinking has helped to develop companies around the globe.  This includes innovation in outsourcing delivery, agile engineering, software reuse, SAP risk remediation and software test technologies.
